The Pontiac Police Department is researching the implementation of License Plate Readers (LPR) for two intersections on the outskirts of the city (Deerfield Road / Rt 116 and Route 66 / Custer Avenue). Flock Safety, INC operates a network of LPR cameras, with 192 agencies in Illinois utilizing them as a proactive measure against crime. These cameras have zero affiliation with enforcing traffic violations, as seen on devices commonly referred to as “red light cameras.”
The cameras monitor every vehicle travelling through a designated intersection and take a high definition still photograph of the rear of the vehicle. The license plate is screened for stolen vehicle alerts, as well as missing/endangered people or registered owners with outstanding arrest warrants. Additionally, officers are able to establish customized “hot lists” for particular vehicles that are being sought as part of a criminal investigation. When a vehicle with any of these alerts travels through an intersection with an LPR camera, whether in Pontiac or any other jurisdiction on the Flock network, on-duty officers are promptly notified.
No personal information (facial recognition, home addresses, dates of birth, etc) is utilized and the data is never shared with third parties. Any vehicle information that does not trigger an alert is automatically purged from the encrypted system after 30 days.
The package offers a transparency portal that will be able to be accessed via www.pontiac.org/police. This portal allows the public to see a general overview of activity of the Flock Safety cameras, including system capabilities, the amount of vehicle searches completed by officers, hot list “hits” coming into our city, and other agencies on our shared network. As the Chief of Police, I am soliciting feedback from our community with opinions on the Flock Safety LPR cameras.
I believe the cameras are a very practical option and essentially allow constant monitoring at two of the busier intersections (with nearby interstate access) in our city.
